A game that’s basically 99% done is Fuzzyeyes’ Edge of Twilight. The game is a Victorian-steampunk, action-adventure game designed for PC, PS3, Xbox 360, PS4 and Xbox One. So why isn’t it out yet? Well, despite being near complete, the developers still need to acquire licensing fees and publishing rights for their title.
The Japanese developer has been working on the game for quite some time. In fact, it’s been in development since around the time of the Unreal Engine 3. It’s a passion project that they want to bring to Nvidia’s Shield in addition to home consoles and PC. With nearly everything finished, they just need to secure a whooping $350,000 to satisfy the licensing fees required to use some of the assets and material in the game for commercial publishing purposes.

Players will take on the role of a half-breed bounty hunter named Lex. He finds himself caught between two greedy civilizations that blur the lines between good and evil; each one fighting to control a power source that will undoubtedly bring ruin to the other.
The game will combine adventure and exploration with typical third-person hack-and-slash combat.

The gameplay length is around eight hours, but exploring the game world and discovering some of its hidden secrets can expand the play length to around 15 hours.
According to the IndieGoGo page, all they need to do now is acquire funds for the publishing license fees, third-party testing for home console distribution, and game DVD production.
It seems a little odd to attempt to acquire that much money to ship on the home consoles. It would seem like the more cost-efficient measure would be to release on Steam, let Valve get their 30%, and then use the money from the PC sales to get out a console release. That’s not to mention that the PS3 and Xbox 360 don’t move software half as near as much as they did a few years ago, so attempting to make bank the investment from the seventh gen consoles may not be such a wise venture.
